The Collapse of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of contrasting events captured the grim essence of the current period. By day, political struggles are fought: positive announcements are issued from different nations. Considerable effort is expended on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from across the border, a capability provided through timely intelligence. From witness perspectives, defense planes that had been deployed to engage hostile guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The brief panic quickly becomes resigned acknowledgment: maybe the incoming missile won't strike its target this time, sparing the city from ruin and further power outages.

Continuous Dangers

Not long after, a automatic firearm opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.

With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to fill in the short term.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unfeasible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's occupied territories.

The problem is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a total frontline collapse until conditions improve in its favour.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
